The Growth of the Compassionate Use Program
The story of medical cannabis in Texas began in 2015, when Governor Greg Abbott signed Senate Bill 339, known as the Compassionate Use Act. For the first time, Texans living with intractable epilepsy could legally gain access to medical cannabis as a treatment for seizures.
Since then, the Compassionate Use Program (CUP) has expanded significantly, offering Texans better access to medical cannabis across the state.
A Look Back at the History of the Compassionate Use Program
- June 2015 - The Compassionate Use Act is signed into law, legalizing medical cannabis for patients living with intractable epilepsy.
- October 2017 - Texas Original, the state's leading medical cannabis dispensary, plants their first cannabis seeds.
- February 2018 - Texas Original serves its first patient living with intractable epilepsy.
- June 2019 - House Bill 3703 passes, expanding the CUP to include over 100 medical conditions like Parkinson's, ALS, multiple sclerosis and more.
- June 2021 - House Bill 1535 passes, expanding eligible conditions to include all cancer diagnoses and PTSD and raised the THC cap from 0.5% to 1%.
- June 2025 - Governor Abbott signs House Bill 46, marking the largest expansion in the program's history.
- September 2025 - House Bill 46 takes effect, adding chronic pain, Crohn's disease, traumatic brain injury, inflammatory bowel disease, and patients receiving hospice or palliative care to the list of qualifying conditions. HB 46 also removes the 1% THC by weight limit and replaces it with a cap of 10 mg THC per dose, authorizes satellite dispensing locations and expands product options, dramatically improving access for patients statewide.
Our First Medical Cannabis Seeds
On October 31, 2017, we took the first step on our mission and planted our first cannabis seeds. Those early days took a lot of patience, determination and a shared belief in the power of medical cannabis.
What started as a small operation in South Austin has become something much greater. This year, we reached a major milestone of moving from South Austin into our new state-of-the-art facility in Bastrop.
Our medicine now reaches thousands of patients across the state at 18 pickup locations and virtual appointments that make medical cannabis more accessible to patients in every corner of the state. With more locations on the way, we're continuing to expand access to relief for Texans who need it most.

At Texas Original, everything we do begins with our patients in mind. Over the years, we have refined our processes, listened to patient feedback, and created safe and consistent medicine. We're proud to have introduced several of the state's first medical cannabis products, giving Texans more ways to find relief.
